Advising on an all-Wales waste treatment infrastructure project

We were asked by one of our clients to advise on an important environmental project that will contribute to the Welsh Government initiative of achieving net-zero emissions by 2050.

What was the challenge?

In October 2019, we were appointed to advise on an innovative pan-Wales project led by Rhondda Cynon Taf County Borough Council in collaboration with Welsh Government and at least 17 Welsh local authorities.

The project aims to deliver long-term treatment and recycling solutions for absorbent hygiene product (AHP) waste across Wales, together with creating a marketable product as an outcome of the process.

Due to the immature nature of the market, the pan-Wales solution required, and the number of local authorities involved, the project presents many unique and complex risks.

How did we help?

We provide all legal advice on the project from the procurement stage to the construction and operation of the AHP plant.

Our strategy includes assembling cross-firm teams to support our clients in a proactive and user-friendly way, working alongside external advisers, representatives from local authorities, Welsh Government, and Local Partnerships, bringing the various strands of the project together to deliver a cohesive approach.

Our previous experience in advising on the successful construction of the £10million Dry-Mixed Recyclate Facility for RCTCBC enabled us to develop a bespoke strategy based on our existing relationship with the client, and our knowledge of their needs.

What was the outcome?

We continue to work closely with RCTCBC and its collaborators to deliver the AHP project and build on our long-standing professional relationship.

The project will contribute to delivering multiple Welsh Government policy and statutory objectives, including achieving net-zero emissions by 2050 and the goals set by the Well-being of Future Generations (Wales) Act 2015.
