We’re experienced in advising government and government public bodies on the unique challenges they face.

We have a long-standing relationship with the Welsh Government, having worked on several complex, significant projects with them—from large infrastructure projects to the development of a legislative framework for Wales.

Our deep understanding of the legal, political, and constitutional environment in which Welsh Government operates, means we can effectively contribute to ministerial advice, collaborating with the various legal, policy and other officers who may be involved. Our Senior Partner, Chris Nott, is vice-Chair of the Economy and Transport Ministerial Advisory Board, and we regularly contribute to Welsh Government consultations.

We also work with other government public bodies, like the Development Bank of Wales, Natural Resources Wales, the Future Generations Commissioner, and the Welsh Language Commissioner.

Recent work:

  • Acting as leading legal adviser on an innovative pan-Wales waste procurement project funded by the Welsh Government, involving the majority of Welsh local authorities.
  • High-level strategic advice to Welsh Government on specific implications of the draft National Health Services (Wales) Bill.
  • Advising Welsh Government on the implementation of pan-Wales Apprenticeship, Adult Employability and Youth Employability Programmes.
  • Advising the Future Generations Commissioner for Wales on Natural Resources Wales’s application of the Well-being of Future Generations (Wales) Act 2015 in the exercise of its environmental permitting functions.
  • Our team lead, Rhiannon Holtham, recently spent 18 months in the prestigious role of Specialist Legal Adviser to the Counsel General and Brexit Minister of the Welsh Government. The Counsel General carries out a similar role to the UK Government’s Attorney General and is a leading figure in advising Welsh Government.
  • Advising the Welsh Language Commissioner on his powers relating to non-compliance with the Welsh Language (Wales) Measure 2011 and Standards regime.
